Enhancing Occupational Therapy Access:
Colorado HB 25‑1016 is Now Law!

We're excited to share important news that impacts registered occupational therapists, patients, and businesses across Colorado.

What Passed: HB 25‑1016

Colorado House Bill 25‑1016, which is effective August 6th, 2025 empowers registered occupational therapists (OTRs) to directly recommend and prescribe durable medical equipment (DME)—such as adaptive devices, mobility aids, and therapeutic tools—without needing a physician’s prescription.

This new statute officially expands OTRs’ scope of practice under state regulation .

This is a state bill and only currently applies to Medicaid, waiver programs. This does not currently apply to or benefit patients with Medicare, commercial or other payors. 

Why It Matters

  • Faster Access for Patients
    Patients can now receive essential equipment—like wheelchairs, splints, and more—sooner, reducing delays in treatment and enhancing therapeutic outcomes.

  • Streamlined Workflow for Therapists
    OTRs no longer need to coordinate with physicians for equipment orders, freeing up valuable time for client care and reducing administrative steps.

  • Support for Providers & Payers
    Clinics and Medicaid can expect more efficient care delivery and reduced bureaucracy. There’s no anticipated cost increase

Next Steps

  1. For Registered Occupational Therapists

    • Update internal protocols to integrate direct DME prescribing.

    • Inform contractors, insurers, and billing partners about your expanded authorization.

  2. For Patients & Families

    • Discuss DME options directly with your occupational therapy practitioner. Ask about medical equipment tailored to your therapy needs.

  3. For Clinics & Insurers

    • Revise intake and claims processes.

    • Consider educating care coordinators about streamlined DME workflows.

Insurance companies are not required to follow this change and may still require a doctors order.
